Swagger / Rain Dance
Toxic
Mirror Coat / Protect
252 HP / 252 Spd / 4 Def

Being the fastest Pokemon in NU NFE, Feebas is one of the best choices for a Rain Dance team lead, as well as a utility user. Hypnosis and Toxic will both annoy and cripple your foe (assuming the former hits), while Rain Dance allows for Rain Dance teams nearly guaranteed Rain support with Feebas' very high Speed. If Feebas isn't being used as a Rain Dance setter, Swagger is best to further annoy the foe's switch-in. Feebas doesn't have nearly enough Attack power to 2HKO even Pokemon such as Torchic without proper support, and one should instead focus on Feebas' utility options with this set.

If Feebas runs Hypnosis, it cannot get Light Screen nor Mirror Coat because of breeding restrictions. For teams who appreciate the extra Sp Def boost (who run Pokemon such as Whismur or any of the 'cocoon' Pokemon), Light Screen and Mirror Coat in conjunction are usable to first deflect the foe's main Special attack for a possible KO, and then set up Light Screen for other teammates to come in less-harmed against foes such as Shinx, Bulbasaur and Pichu who will rely on physical Grass/Electric attacks to take down Feebas.

This is a more annoying set that utilizes Toxic stall to inflict damage. By repeatedly using Substitute and Protect, Toxic damage on the foe adds up quickly. What makes this set work so well is the fact that only a handful of useful NUs - Oddish, Zubat, Bulbasaur, Bellsprout, Nidoran-M and Nidoran-F - are immune to Toxic. Weedle and Kakuna are also immune, but are less of a sight in NU because of being outclassed. At any rate, Toxic is first used on the foe to start the damaging process, while Feebas' blazing Speed allows it to set up a Substitute before being attacked. By alternating between Substitute and Protect, Toxic has plenty of time to kick in and eventually KO the foe. The tricky business with this set is knowing when the foe will switch; if one uses Protect on the foe's switch-out, Feebas in essence does nothing for that particular turn. Through the use of Substitute (after its first Substitute is broken), Feebas has a free turn to use Toxic again, and continue the stalling process. For the aformentioned Pokemon who are immune to Toxic, Hypnosis proves to be Feebas' most potent option. In theory, Confuse Ray could also be used, but with Hypnosis, Feebas has a 60% chance of immobilizing the foe to open an opportunity to switch, while with Confuse Ray, only a 25% chance to freely switch (adding in the turn that Confuse Ray is initially used). Hypnosis is good for possibly forcing a switch and giving Feebas a free Substitute, but Ice Beam proves to be Feebas' best attacking option, OHKOing the standard Gible and 2HKOing the standard Zubat, both whom may switch into Feebas expecting Toxic or Protect.

The Speed EVs are geared to allow Feebas to outspeed a max Speed Combee. The only other notable threats that require higher EVs is Magikarp and opposing Feebas, which in many cases is hardly worth the Speed investment, especially on a set that relies on being able to set up Toxic without being KOed back. The Special Attack EVs ensure that Feebas will always 2HKO Zubat with Ice Beam, even without Stealth Rock. This of course is assuming that you're using Ice Beam at all. The HP and Special Defense EVs ensure that Feebas is never 2HKOed by a Choice Band Squirtle's Aqua Jet, while also not being 2HKOed by a neutral-natured, 252 Sp Atk Sunkern's Energy Ball. If you choose to use Hypnosis on Feebas, a switch to 80 HP / 252 Def / 176 Spd is advised. With this new spread, an Adamant Starly's Quick Attack with a Life Orb (not Choice Band) is never a 2HKO, and consequentially, Pidgey's Choice Band Quick Attack. In addition, a Quick Feet-boosted Poochyena's Thunder Fang only muscles between 76% and 90%, allowing Feebas to never be OHKOed by it. If Feebas has taken Stealth Rock damage, it can simply use Protect to recover enough HP to guarantee the 2HKO. A max Attack Choice Band Squirtle's Aqua Jet isn't even a 3HKO on such a spread.

Credit goes to CKC for this set.

Team Benefit oddish bulbasaur

Feebas is one of the fastest NU-tiered NFEs, on par with Magikarp. Its Speed coupled with its amazing set-up ability in the Leadbas set help Feebas succeed not just in NU NFE but in all tiers. Feebas can fit on nearly any team, but synergizes well with Grass-types, with its only weaknesses being Grass and Electric. Oddish works well with Feebas because of its resistances to these two types, and can take Bulbasaur, Pichu and Sunkern down one-on-one. One's own Bulbasaur can also work, as no Electric or Grass-type attack can scathe it, while it can proceed to annoy the foe with Leech Seed, or use Stun Spore to add to Feebas' Hypnosis to infect the foe's team. Feebas, however, is very frail. A max Sp Atk Cyndaquil's Flamethrower deals around 53% damage, not giving Feebas enough time to retaliate with Mirror Coat, while even a STAB Waterfall from Feebas will result in a 3HKO, making Feebas nearly useless if a foe already has another Pokemon sleeping. In any situation, Feebas truly shines under the rain. The 3HKO against Cyndaquil and 2HKO Flamethrower is completely reversed under the rain, where Feebas can strike Cyndaquil back with Mirror Coat to ultimately win-over Cyndaquil.

With a decent movepool, and boosted stats from Rain, some may be inclined to make a physically-offensive Feebas set. While it seems extremely opportune, Feebas almost never scores a OHKO, and has a difficult time scoring even a 2HKO; with max Attack, Life Orb and Rain support, Feebas' STAB Waterfall only muscles 106% to 126% to a standard 0 Defense / 0 HP Cyndaquil, making Feebas an unsuccessful sweeper. Use Feebas as a support Pokemon - offensive sets will in general never cut it unless weaknesses are highly exploited.

Counters pichu shinx

Taunters shut down Feebas completely, although no Taunter in NU can outspeed Feebas, so they will have to risk a Hypnosis, or allow Feebas to get Rain up. Pichu and Ralts are the most effective Taunters. Pichu is also notable for its STAB Electric attacks, which will shut down Feebas, although it is important to note that Feebas can still utilize Mirror Coat after a Taunt, making physical variations of Pichu the best option. Shinx can also slam Feebas with STAB physical Electric attacks, and only fears being confused or put to sleep. Scarf variations can overcome this and outspeed Feebas, however.
